Visual Impairment
Legal blindness doesn't mean total blindness. A person is considered legally blind if the vision in their better eye, with the best correction possible, is no better than 20/200 with 20/20 being normal. The white cane was claimed to be invented by James Biggs in 1921. After losing his sight in an accident, he painted his cane white to make himself more visible. The cane was introduced in North America in 1931 and became more accepted after WWII. Lyndon B Johnson declared October 15th to be White Cane Day. Pennsylvania Law: Title 75 Section 3549 states that a pedestrian carrying a clearly visible white cane or accompanied by a guide dog shall have the right-of-way.
